Stocks, commodities to trade on single exchange from October 2018

This would pave way for all exchanges — currently providing trading platforms for stocks and commodity exchanges — to provide universal trading facilities.

In a major step towards a simpler securities market trading infrastructure, regulator Securities and Exchange Board of India (SEBI) on Thursday announced much-awaited integration of stocks and commodities trading on a single exchange from October next year.
A two-phase integration of trading in commodity derivatives market with other segments of securities market at the exchange level was discussed and approved by Sebi's board at a meeting here today, a move that would help leading stock exchanges, BSE and NSE, to launch their commodity trading platforms.
Currently, commodity derivatives are traded on separate exchanges, which include MCX and NCDEX.
After the meeting, SEBI's Chairman Ajay Tyagi told reporters that the integration process would involve removal of certain existing restrictions by amending the relevant securities market regulations with effect from October 1, 2018.
This would pave way for all exchanges -- currently providing trading platforms for stocks and commodity exchanges -- to provide universal trading facilities.
This would allow all exchanges to do stocks as well as commodities trade from October 2018, Tyagi said.
Sebi has already been regulating the commodities derivative market after the merger of erstwhile FMC (Forward Markets Commission) with it.
In his budget for 2017-208, Finance Minister Arun Jaitley had proposed that the commodities and securities derivative markets would be integrated further by integrating the participants, brokers and operational frameworks.
For smoother implementation of this budget announcement, Sebi had decided that the integration would be done in two phases.
The first phase involves integration at the intermediary level, while the second phase deals with enabling a single exchange to operate various segments such as equity, equity derivatives, commodity derivatives, currency derivatives, interest rate futures and debt instruments, among others.
SEBI said all necessary steps required for the first phase has been already taken by it.
In order to implement the second phase, that is to permit trading of commodity derivatives and other segments of the securities market on a single exchange, Sebi said its board today approved suitable amendments to existing regulations and these amendments would be effective from October 1, 2018.
"All exchanges will be able to do securities trades as well as commodities trade from October 1, 2018. As you are aware when FMC was merged with Sebi in September 2015 there were different timelines for different items.
"Going by these timelines we could see that October 2018 perhaps is the right time where it would be three years after Sebi-FMC merger that all exchanges are able to deal with commodities or securities. This has been approved by the board," the Sebi chairman said.
Products will have to be introduced with approval of Sebi and detailed guidelines will come out in consultation with all stake holders, he said.
"At the brokers level we have already brought in the synergy what was required was to bring in synergy at exchange level so from October 1 they would be eligible to deal with all products subject to stipulation and guidelines so that these guidelines would be worked out in coming months."
When asked if it would lead to consolidation, he said that might or may not happen.
"SEBI is looking at it from point of view of securities market. The concept is that there is single regulator at the highest level and we are looking at it from clients point of view and investor point of view to bring in the synergy."
Separately, SEBI's board also approved a proposal on payment of fees by stock brokers trading in "Options" segment of commodity derivatives.
"On introduction of Options contract in commodity derivatives, the Sebi board has decided to amend the SEBI (Stock Brokers and Sub Brokers) Regulations, 1992, such that the manner of calculation of turnover fees for Options contracts in commodity derivatives shall be computed the same way as computed for Options contract in equity derivatives," the regulator said.

Oil prices stay near high on strong U.S. refinery runs, China data

The U.S. Energy Department said crude stocks fell 4.6 million barrels in the latest week. Inventories excluding the nation's strategic reserve have declined more than 11 percent in the last year.

Oil prices edged up on Thursday, remaining near 2-1/2-year highs after data showed strong demand for crude imports in China and on increased U.S. refining activity that drew more crude from inventories.
Trading was typically thin at year end, with many traders on vacation.
The U.S. Energy Department said crude stocks fell 4.6 million barrels in the latest week. Inventories excluding the nation's strategic reserve have declined more than 11 percent in the last year.
U.S. refining runs increased, pushing capacity use to 95.7 percent, the highest in December dating to 1998. Refiners have profited in recent months as the spread widened between U.S. crude and Brent futures prices.

"In the week past, strong demand for refined products, especially distillates, continued to incent refiners to process crude oil at increasing rates," said David Thompson, executive vice president at Powerhouse, an energy-specialized commodities broker in Washington.
U.S. West Texas Intermediate (WTI) crude futures rose 20 cents to $59.84 a barrel. Brent crude futures settled up 28 cents at $66.72 a barrel.
This week, WTI broke above $60 a barrel for the first time since June 2015, while Brent breached $67 for the first time since May 2015.
Oil markets have tightened after a year of production cuts led by Middle East-dominated Organization of the Petroleum Exporting Countries (OPEC) and Russia. OPEC cuts kicked off last January and are scheduled to continue throughout 2018.
Countering those cutbacks, U.S. oil production has soared more than 16 percent since mid-2016 and is approaching 10 million barrels per day, trailing only OPEC kingpin Saudi Arabia and Russia.
In the most recent week, U.S. production dipped modestly to 9.75 million bpd from 9.79 mln bpd the previous week.
Prices were supported in early trade by China's release of strong import quotas for 2018. China's crude inventories in November hit a seven-year low of 26.15 million tonnes, Xinhua data showed.
Pipeline outages in Libya and the North Sea have also supported prices. Libyan oil supplies were disrupted by an attack on a pipeline this week and flows towards the port of Es Sider were cut by about 70,000 bpd on Thursday.
In the North Sea, the 450,000 bpd capacity Forties pipeline system was shut this month after a crack was found.
Both pipelines are expected to return to normal operations by early January.

Gold set for best year since 2010

Spot gold was little changed at $1,294.70 an ounce at 0041 GMT, having hit its highest since Nov. 29 at $1,295.21 in the previous session.

Gold prices on Friday held steady near a one-month high hit in the previous session, but were on track for their best year since 2010, mainly driven by a softer dollar and political uncertainties around the globe.
FUNDAMENTALS
Spot gold was little changed at $1,294.70 an ounce at 0041 GMT, having hit its highest since Nov. 29 at $1,295.21 in the previous session.
Gold benefited from a technically-driven momentum after closing above its 100-day moving average on Wednesday for the first time since late November, analysts said.
Spot gold has gained over 1.5 percent so far this week in what could be its third straight weekly rise, and more than 12 percent so far this year.
The yellow metal is also on track for its best month since August, having risen 1.5 percent.
Spot prices on Thursday rose for a ninth straight session, not including the Christmas holiday. That is the longest string of daily gains since July 2011.
U.S. gold futures were steady at $1,296.80 an ounce.
The dollar index is down more than 9 percent so far this year, set for its biggest annual loss since 2003. That has helped lift gold nearly 5 percent from a near five-month low of $1,235.92 struck in mid-December.
Many investors predicted the dollar would get a boost from U.S. tax cuts, tighter central bank monetary policy and strong growth rates in 2017. Instead, the currency has only weakened.
Meanwhile, equity markets have feasted on a global economic growth recovery and accommodative monetary policy in 2017, which has, in turn, lifted company earnings and commodity prices.
Net gold imports by major consumer China via main conduit Hong Kong fell 23.6 percent in November from the previous month, data showed.
Spot silver was down 0.1 percent at $16.82 on Friday. Silver prices hit their highest in over a month on Thursday at $16.88 an ounce.
Silver has risen 5.7 percent so far this year.
Spot platinum fell 0.1 percent to $921.74 on Friday, after touching a more than three-week high in the previous session at $927.50 an ounce. Platinum is up 2.6 percent so far this year.
Palladium was mostly unchanged at $1,065.74 on Friday. It touched its highest since February 2001 at $1,072 on Thursday.
Palladium has risen nearly 57 percent so far this year, making it the best performing precious metal, and also heading for its best year since 2010.
Palladium has risen due to strong demand from autocatalyst makers amid production shortages. Analysts expect that about 80 percent of global palladium demand will come from autocatalysts for gasoline-powered cars, which many now prefer over diesel-fuelled vehicles.

Oil prices near 2015 highs on tight market

Oil prices were stable on Thursday with trading activity drying up ahead of the New Year weekend.
Heading into 2018, traders said market conditions were relatively tight due to ongoing supply cuts led by the Middle East-dominated Organization of the Petroleum Exporting Countries (OPEC), as well as top producer Russia.
U.S. West Texas Intermediate (WTI) crude futures were at $59.69 a barrel at 0336 GMT, up 5 cents from their last settlement. WTI broke through $60 a barrel earlier this week, the first time since June 2015.
WTI received support from a report by the American Petroleum Institute (API) showing a 6 million barrel drop in crude oil inventories to 432.8 million.
Brent crude futures were at $66.50 a barrel, up 6 cents. Brent broke through $67 earlier this week, the first time since May 2015 this week.
Traders said the high prices were a result of a relatively tight market following a year of OPEC and Russia-led production cuts, which were started last January and scheduled to cover all of 2018.
Pipeline outages in Libya and the North Sea have also been supporting oil prices.
"Given the much stronger price response to supply disruptions in the wake of OPEC supply cuts, the market is poised to make further gains," said Stephen Innes, head of trading for Asia/Pacific at futures brokerage Oanda in Singapore.
"With geopolitical risk no less sure ahead of Libyan elections next year, we should expect more regional chaos and disorder to underpin oil prices," he added.
Around 100,000 barrels per day (bpd) in oil supplies were disrupted in Libya this week after an attack on a pipeline.
In the North Sea, the 450,000 bpd capacity Forties pipeline system was shut earlier this month due to a crack.
Both pipelines are expected to return to normal operations in January, with Forties already in the start-up process.
A major factor countering efforts by OPEC and Russia efforts to prop up prices is U.S. oil production, which has soared more than 16 percent since mid-2016 and is fast approaching 10 million bpd.
Only OPEC king-pin Saudi Arabia and Russia produce more.
The latest official U.S. production figures are due to be published by the on Thursday.
